The moves were necessary with Kareem Moore and Mike Sellers injured.

Carter spent the last six years of his 10-season career with Pittsburgh, starting 12 games at strong safety for the Steelers in 2009. He recorded one sack and two interceptions with one touchdown last season.

Davis spent the last three seasons in Pittsburgh and made just six appearances in 2009, running for 15 yards on two carries.

The team also announced that linebacker Chris Draft was released.
